UVALDE SCHOOL SHOOTING: Preliminary Report Finds "Systemic Failures"

According to the report, 376 officers responded to the scene of the shooting.

Yet they waited more than an hour before going after the gunman.

The report suggests there was a lack of leadership that led to the lack of an appropriate response.

The report states the shooter attended that school and was bullied as a fourth grader in room 111, the same room where the shooting took place.

A preliminary report released Sunday by a Texas House of Representatives investigative committee found "systemic failures and egregious poor decision making" by law enforcement and the Uvalde Consolidated Independent School District in their response to the shooting spree that resulted in the deaths of 18 Robb Elementary School students and two teachers.

Following the release of the report, the city's acting police chief, Lieutenant Mariano Pargas, was put on leave by Uvalde Mayor Don McLaughlin and another investigation has been launched looking into to the response of him and his officers.

The 77-page report says the gunman was to blame for the May 24th massacre, but it also outlines other factors that failed to stop or minimize the damage, including law enforcement agencies and officials, school officials, the shooter's family, social media platforms and gun laws.

The report says, "There is no one to whom we can attribute malice or ill motives. Instead, we found systemic failures and egregious poor decision making." (NBC News)

Uvalde officials, on Sunday, also released body camera footage recorded by one of the police officers who responded to the shooting. The officer can be heard saying "We gotta get in there," but it was still another 70 minutes before officers finally moved in. (KXAN-TV
